Here is what I see in config.log for SSL:

Well, you got me on the right track... I was missing some packages from 
Solaris 11 Express... For dev...

Installing S11 Xpress doesn't install the same default packages as 
Solaris 10... Oh well!

In this case, I was missing SUNWarc, SUNWarcr...
